Graduation Certificate Issuance and Financing Academic Year 2024/2025

At the end of each academic year, the issuance of graduation certificates becomes an important moment for students and schools. To ensure this process runs smoothly and transparently, here is important information regarding the mechanism for issuing and financing graduation certificates in educational units.
Issuance of Graduation Certificates to Students
Page 13 of the Graduation Certificate Management Handbook explains that the Educational Unit will hand over graduation certificates to students according to the schedule determined by the school.
For Educational Units (Schools) using certified electronic signatures, students will also receive a digital copy of their certificate. This is part of an effort to digitalise educational documents, making them more secure and accessible.
Who Bears the Cost of Issuing Graduation Certificates?
Good news! The cost of issuing graduation certificates is entirely the responsibility of the school. This means no fees will be charged to students or parents. Here is a detailed explanation of the financing.
- Funded by the School
The entire process, from data validation to certificate printing, is funded by the school's operational costs. Schools are expected to manage their budgets wisely to ensure this process runs smoothly and efficiently. - BOSP Funds Can Be Used
For schools that receive Education Unit Operational Assistance Funds (BOSP), these funds can be used to cover the costs of issuing graduation certificates. BOSP funds are intended to support operational activities, including educational administration. - Prohibited from Charging Students
Schools are not allowed to charge students any fees for the issuance of graduation certificates. This is to ensure that every student receives their certificate as proof of graduation without any financial obstacles.
Notes for Schools and Parents
Parents do not need to worry about certificate costs. No additional payments are required. Educational Units (Schools) are obliged to report the use of funds (including BOSP) accountably and in accordance with regulations.
Students who receive a digital certificate must still keep it safe, as this copy is valid and can be used if needed.
